What is there in the energy and climate law voted on July 25?

The deputies and senators found an agreement on the bill Energy and Climate, in mixed joint commission, July 25. Aiming to fight against thermal strainers and for carbon neutrality. Its final adoption is expected in September. 

If the differences were numerous, the deputies and senators finally reached an agreement after meeting in Joint Joint Committee (CMP) Thursday, July 25, around the Energy and Climate Bill to respect and achieve the goal of the carbon neutrality of France by 2050. Before it is finally adopted in September by the Parliament, let us take stock of the precise content of this law, which has become essential in the face of the ecological and climatic urgency.

What does the text provide?


The bill clearly updates the objectives of France's energy policy, which will be redefined officially after its adoption. The text aims to achieve carbon neutrality by 2050, by dividing greenhouse gas emissions by a factor of more than six but not only. 

In addition, this ultimate goal is accompanied by a 40% reduction in the consumption of fossil fuels by 2030. The previous provisions, established in 2012, projected a decrease of 30%. Then, the law aims to close the last coal plants in 2022. Concerning the 50% reduction in the share of nuclear power in electricity generation, it is pushed back from 2025 to 2035, which will not enchant the detractors of nuclear energy. 

The Senate also wished to reinforce the objectives set by the text in favor of renewable energies, particularly in the fields of hydrogen, biomass, hydroelectricity and offshore wind turbines.

The issue of the thermal renovation of housing is not advancing ...


At the CMP, the senator of the Loire-Atlantique, Ronan Dantec, pointed the finger the absence of precisions concerning the "  thermal strainers " . According to the elected official, who threatened not to vote the text, his weak point, "  it is very clearly the thermal renovation. No credible devices are planned. I share the point of view of Daniel Gremillet, it will be necessary for the state to be credible in the budget bill, "he pledged. 

This point will be rediscussed during the 2020 finance bill, where the assemblies will see the will (or not) of the Government to act on thermal strainers. For now, the energy and climate bill does not contain binding provisions for the thermal renovation of dwellings.

A five-year law of adjustment


One of the positive aspects of this joint committee meeting is the now scheduled meeting on energy policy. Parliamentarians have decided to meet every five years to revise the latter and legislate on the national energy policy to be adopted for the next 5, 10 and 15 years, starting in 2023. With this law, which serves as a multiannual energy program, Parliament sees its role strengthened in terms of strategic energy and climate policy.

The law should set targets for reducing Greenhouse Gas (GHG) emissions, final energy consumption and fossil primary energy consumption. In addition, it will specify the development objectives of the various renewable energies and those of energy renovation in the building sector. 

The bill also sets an emission cap for fossil fuel-based power generation facilities located in the continental metropolitan area that emit more than 0.55 tonnes of carbon dioxide equivalent per megawatt-hour ( CO 2 e / MWh). This provision, included in Article 3 of the text, will be applied from the 1 stJanuary 2022 and will extend the standby of some coal-fired power plants, which may, however, be requested again in case of peak consumption.
